Department of Public Safety Deputy Commissioner Ambrosio T. Ogumoro has ordered random drug testing on all DPS personnel and implemented cost-cutting measures.

In compliance with Ogumoro’s memorandum on random drug testing, police officers and fire fighters were often seen at the Diagnostic Laboratory Services Inc. in Gualo Rai where the testing is being done.

“As of present time, 75 percent of all DPS personnel have complied with this order,” according to DPS acting spokesman Jason Tarkong yesterday.

Tarkong said of the numerous issues, one of Ogumoro’s biggest campaigns is the fight against illicit drugs and narcotics.

“With this in mind, the deputy commissioner has also beefed up the Criminal Investigation Bureau’s Narcotics Unit-Drug Enforcement Task Force by placing additional manpower into the unit,” Tarkong said.

On cost-cutting measures, Ogumoro mandated all DPS personnel, including investigators, to park all government vehicles at DPS at the end of their work day.

The acting spokesman said this rule of course does not apply to the on-call criminal or arson investigators who are expected to respond at anytime to high profile cases.

“Mileage log sheets have also been implemented, where DPS personnel would log in the beginning and ending mileage of their vehicles during a whole work day,” Tarkong said.

The mileage, he added, is then calculated at the end of the week and is monitored and scrutinized by Ogumoro’s office.

He said government vehicle and office inspections have also been conducted to ensure that DPS maintains a healthy and clean standard while interacting with the public.

“Additional cost-saving measures include turning off all unused air conditioners, lights, and electrical equipment after office hours,” Tarkong said.

M eow Meow is dressed in a long, busty black-sequin outfit,
looking less the burlesque diva of lore and more a figure from a
Whistler painting. She poses for the camera in the velvet surrounds
of a Melbourne small bar-cafe, where the local press claim her as
their own.

So where exactly is home? “In my bags, darling,” she says.

Soon she’ll be appearing at the Sydney Opera House, singing Nick
Cave and Laurie Anderson numbers, inveigling us to celebrate
Christmas in March, after which she’ll perform shows in London, New
York, Miami, LA, maybe Seattle and San Francisco, too, and –
most naturally – Berlin: “The longest I’ve stayed anywhere
for ages was just three weeks in Paris.”

Ah, the life of a lusty, crowd-surfing, post-postmodern
performer, shrouded in Weimar Republic-era glamour and mystery.

Meow may not share her vital statistics but she is prone to

After a long dance — perhaps it was swatting away prospective underwriters and potential suitors — GameFly is ready to strike out on its own.

The specialist in video game rentals by mail filed to go public yesterday. The S-1 filing provides a healthy glimpse into a company that die-hard gamers admire but knew little about.

Well, we can now begin to fill in the blanks:

Meet the anti-Netflix

Perhaps the biggest surprise in combing through the filing is that GameFly and Netflix may be renters of disc-based rentals by mail through a network of regional distribution centers, but their approaches to the game are completely different.

Let’s start with sales. Netflix began offering excess DVD inventory to subscribers for as little as $5.99 a disc four years ago. If Blockbuster (NYSE: BBI) and smaller real-world rivals mark down previously viewed flicks for sale, why not Netflix? Wholesalers don’t pay much for tired discs anyway, and subscribers can always warm up to bargains on their favorites.

Netflix axed the program two years later, arguing that it wanted to focus exclusively on the DVD rental and streaming businesses.

GameFly isn’t shy about pitching its inventory to subscribers. Every rental has a “Keep” feature, encouraging renters to purchase the title they’re working on. GameFly even began selling brand new titles through its site three months ago.

Another area where Netflix and GameFly are miles apart is in website monetization. Netflix has experimented with ads on mailers and on its website, but has gone on to discontinue the practices.

GameFly is more of a sponsored exhibitionist. It has gone on to launch or acquire game-related content sites and community hubs. It has no problem slapping ads all over Shacknews.com, CheatFreak.com, and Ponged.com.

Salinger’s legacy

AUTHOR J.D. Salinger died last week at his home in Cornish, N.H., where he lived in self-imposed exile from the literary world for more than half a century. He was 91.

Mr. Salinger wrote The Catcher in the Rye, a revered novel that defined youthful alienation for several generations of young people after its 1951 publication. Holden Caulfield, the caustic protagonist at the heart of the novel, inspired writers and artist wannabes of all stripes to reject the “phoniness” of consumer culture and its stifling complacency in their search for authenticity.

Because it was a scathing attack on middle-class values, The Catcher in the Rye was once viewed with suspicion and even banned by some school districts.

These days, it is required reading at many high schools.

Mr. Salinger didn’t grant interviews, so we don’t know precisely how he viewed the novel’s iconic status. For decades, the author maintained a silence that was uncharacteristic of authors of his fame and influence.

Since his last short story was published in 1965, many fans have speculated about a treasure trove of unseen Salinger novels and short stories waiting to be published posthumously.

In an era where ordinary people sometimes commit crimes to get on reality TV shows, Mr. Salinger’s refusal to become a fixture in the media universe was refreshing and countercultural.
Many Americans don’t understand that kind of restraint, even for an acclaimed author, so they call it weird. But Mr. Salinger told the New York Times in 1974: “There is a marvelous peace in not publishing. Publishing is a terrible invasion of my privacy. I like to write. I love to write. But I write for myself and my own pleasure.”

Despite the perceived paramount importance of the need to see and be seen in the fashion industry, designer Olivier Theyskens hasn’t been concerned with that since he was fired by Nina Ricci after his spectacular fall 2009 collection. He hasn’t been going to parties, reading fashion magazines, or even looking at the collections of his peers. Rather, he’s enjoying being a normal person.

But he’s not giving it all up to be a hippie in a far-flung place like Bali, where he might help a poor woman buy a house, and find true love like Elizabeth Gilbert. He has a book coming out, published by Assouline, featuring photographs of his work by Julien Claessens. And he’s been job hunting.

As Mr. Theyskens searches for a new label, he says he has been creating imaginary collections in his notebooks. Three or four are completely ready to go—down to the chosen fabrics, plans, “everything.”

When asked about the idea of creating his own label, he says, “Oh God. … That’s for sure, I have always thought [about] it.” Still, he notes, 2009 wasn’t a bad year to be on the sidelines, with its economic tumult and dire straits.

Knowing that he has three or four collections conceived makes the heart race a bit. How can he top his fall 2009 runway extravaganza for Nina Ricci? In truth, he might not be able to if he wants to sell clothes. He lost his job at Ricci because his collections, though beautiful and critically acclaimed, didn’t sell. Retailers couldn’t find anyone to buy his $2,000 blouses.

That’s the thing about fashion: Though designers hole up in Paris being fabulous all day, someone in Detroit still has money to spend on their stuff, and those people — in addition to models and celebrities and other pin-thin fashion folk — must be courted. Theyskens disagrees with the criticism:
